Police Chief Rena was put in charge of the Fire Department as the contract with Rural/Metro was allowed to expire. Mutual Aid Scottsdale continued. All personnel were put through a Firefighter 1 and 2 class as well as an EMT course, both taught in-house.

Prior to August 30, 1982 Station 14 opened with Engine 14 and Tanker 14. Firefighters sent to Rural/Metro and received on-the-job training to run their own station. No EMTs and still backed up by Rural/Metro. Chief Mayhall was designated the Chief of the Department through the contract with Rural/Metro.

Contracted services with Rural/Metro and response came from Scottsdale Station 10 and Station 11. Normal response was an Attack Truck for EMS calls and two engines and the Attack Truck for structure calls.
