ECS operates by adapting a working philosophy that is supported by three pillars of performance standards.

Integrity - Do what's right.
In the decision making process, the ECS staff carefully analyzes the situation, understands the result and then makes the decision that supports "doing the right thing". In any given situation, ECS staff are expected to use good judgment, uphold integrity and make the right decision for the Community, the individual citizen and the Department.

Service - Give 100% effort.
ECS Staff approach every project and assignment with a "can-do" attitude. Through hard work and attention to detail in planning, tasking, executing, and follow-up, ECS is dedicated to serving the Community

Respect - Treat others how you want to be treated.
The ECS staff believes that every person they come in contact with is due personal respect. The simple guide of "treating others how you want to be treated" is key in both giving and earning respect. The staff of ECS earns their respect through their actions, decision-making and job performance.
